Job Description Duration: 1 Year Schedule: 30 Hours/Week Job Summary: • The client is seeking a Legal Assistance Developer (LAD) to provide statewide leadership in advancing and protecting the legal rights of older adults. The LAD will ensure compliance with the Older Americans Act (OAA) and applicable federal and state laws while promoting equitable access to high-quality legal services, particularly for older adults with the greatest economic and social needs., • The position will develop and implement policies, oversee statewide legal assistance initiatives, monitor program performance, provide technical assistance and training, and identify opportunities to strengthen elder rights protections and access to justice., • The successful candidate will build and maintain strong partnerships with legal service providers, courts, advocacy organizations, government agencies, and community-based organizations. The role will also lead education and outreach initiatives focused on elder rights, abuse prevention, consumer protection, advance planning, and alternatives to guardianship. Key Responsibilities: • Serve as the designated Legal Assistance Developer (LAD) for the Rhode Island Office of Healthy Aging (OHA)., • Provide statewide leadership in accordance with Section 731 of the Older Americans Act and 45 CFR §1324.303., • Develop strategies to improve access to justice and legal services for older adults., • Advise agency leadership on emerging elder law issues, legal trends, and policy initiatives., • Incorporate legal assistance priorities into the State Plan on Aging., • Coordinate statewide legal assistance programs funded under the OAA., • Promote equitable access to legal services, with emphasis on older adults with the greatest economic and social needs., • Provide technical assistance, consultation, and training to legal service providers, Adult Protective Services, Long-Term Care Ombudsman Programs, aging network partners, and other service providers., • Develop and promote elder rights and consumer education programs., • Increase awareness of abuse prevention, consumer protection, housing, healthcare decision-making, public benefits, and financial exploitation., • Promote advance planning and less restrictive alternatives to guardianship., • Monitor statewide legal service capacity and identify service gaps and emerging legal issues., • Analyze program data, evaluate performance, and recommend improvements., • Build collaborative relationships with state agencies, disability and Veterans organizations, courts, bar associations, advocacy groups, and community partners., • Perform other related duties as assigned. Required / Preferred Qualifications • Bachelor's degree from an accredited four-year college or university in legal studies, human services, social services, public administration, or a related field., • 5+ years of progressively responsible experience in elder law, legal services, aging policy, public administration, or a related field., • Strong leadership, organizational, and strategic planning skills., • Experience with program administration and public policy., • Experience working with the aging network, legal services organizations, or public-sector agencies serving older adults., • Strong written, verbal, and presentation skills with the ability to communicate effectively with diverse audiences., • Strong computer skills, including proficiency with Microsoft Office Suite., • Demonstrated ability to lead outreach and collaborative initiatives., • Ability to analyze and evaluate data to identify trends, gaps, and opportunities., • Knowledge of local, state, and federal regulations and the ability to apply them in program oversight., • Ability to manage multiple priorities, work independently, and collaborate effectively as part of a team.
