Quantity Surveyor \n 📍 Oldbury \n 💼 Full-Time | Permanent \n 💰 £60,000 + Car Allowance (£4.5k) \n \n We are currently recruiting on behalf of an established and growing building contractor delivering construction, refurbishment, and maintenance projects across the public sector. With a strong pipeline of work secured with local authorities and council clients, our client is looking to appoint an experienced Quantity Surveyor to join their commercial team. \n This is an excellent opportunity to join a stable, well-regarded contractor with long-term repeat business and a strong reputation for quality and compliance. \n The Role \n As Quantity Surveyor, you will take full commercial responsibility for project work across social housing from initial pricing through to final account. Working closely with the Commercial Manager, Divisional Manager, site teams, subcontractors, and client representatives, you will ensure projects are delivered profitably, on time, and in line with contractual requirements. \n \n Key Responsibilities: \n \n\n • Preparing initial quotations and estimates prior to works commencing\n, • Preparing detailed and accurate cost estimates and quotations based on project drawings, specifications, scopes of work, labour requirements, materials, plant, subcontractor costs, and associated preliminaries. Reviewing project requirements to ensure all potential costs, risks, and commercial considerations are identified before works commence.\n, • Obtaining specialist quotations and carrying out site surveys\n, • Liaising with specialist subcontractors, suppliers, and manufacturers to obtain competitive and technically compliant quotations. Carrying out site surveys to assess existing conditions, identify potential constraints, verify project requirements, and ensure that estimates accurately reflect the works required.\n, • Submitting and negotiating quotations with clients\n, • Preparing and submitting professional, commercially viable quotations to clients, clearly outlining scope, costs, exclusions, assumptions, and programme considerations. Negotiating pricing and commercial terms with clients to secure works while protecting project margins and ensuring the company's commercial position is maintained.\n, • Securing approvals and purchase orders to release schemes\n, • Working closely with clients and internal teams to obtain formal quotation approvals, purchase orders, contracts, and other necessary authorisations prior to commencement. Ensuring all commercial documentation is in place and projects are formally released in accordance with company procedures.\n, • Full cost control of projects from approval through to completion\n, • Taking full commercial responsibility for projects from initial approval through to completion. Monitoring project expenditure against budgets, reviewing committed and actual costs, identifying potential overspends, and implementing appropriate cost-control measures to maximise project profitability.\n, • Managing variations and omissions throughout each scheme\n, • Identifying, pricing, documenting, and negotiating variations, additional works, and omissions throughout the project lifecycle. Ensuring changes to the original scope are properly recorded, valued, approved, and incorporated into project forecasts and final accounts.\n, • Signing off wages, subcontractor invoices, and material purchases\n, • Reviewing and authorising labour costs, wages, subcontractor applications and invoices, purchase orders, and material costs to ensure they are accurate, properly supported, and aligned with agreed rates and project budgets. Challenging discrepancies and unnecessary expenditure where appropriate.\n, • Submitting interim applications and managing the invoicing process\n, • Preparing and submitting accurate interim applications for payment in line with contractual requirements and agreed valuation periods. Monitoring applications through to certification and payment, working with finance teams to resolve invoicing issues and minimise outstanding debt.\n, • Preparing and agreeing final accounts\n, • Preparing comprehensive final accounts at project completion, incorporating all agreed variations, omissions, contra-charges, retention, and outstanding commercial matters. Negotiating and agreeing final account values with clients and subcontractors to ensure all project costs and revenue are fully captured.\n, • Producing profit forecasts and attending weekly WIP meetings\n, • Maintaining accurate project forecasts and regularly reviewing anticipated costs, revenue, margins, and profitability. Preparing updated profit forecasts and providing clear commercial reporting at weekly Work in Progress (WIP) meetings, highlighting risks, opportunities, variations, and potential impacts on project performance.\n, • Managing client and subcontractor queries\n, • Acting as a key commercial point of contact for clients, subcontractors, and suppliers, responding to commercial and contractual queries promptly and professionally. Resolving issues through effective communication, negotiation, and collaboration while maintaining positive working relationships.\n, • Supporting the Commercial Manager to maximise profitability\n, • Working closely with the Commercial Manager and wider project team to identify opportunities to improve project margins and overall profitability. Supporting commercial strategy, cost-saving initiatives, procurement decisions, risk management, value engineering, and effective change control throughout the project lifecycle.\n\n \n About You \n \n\n • Proven experience as a Quantity Surveyor within social housing\n, • Demonstrable experience working as a Quantity Surveyor within the social housing sector, with a strong understanding of the commercial and operational requirements associated with planned, reactive, and refurbishment works. Experienced in managing projects from initial pricing and approval through to final account and completion.\n, • Experience working with National Schedule of Rates (NSoR)\n, • Strong working knowledge of National Schedule of Rates and their application across social housing maintenance and refurbishment programmes. Able to accurately interpret rates, measure works, price variations, assess applications, and ensure valuations are commercially accurate and compliant with contractual requirements.\n, • Strong background delivering works for councils and local authorities\n, • Experience working on contracts and programmes for local authorities, councils, housing associations, or other public-sector clients. Understanding of the additional commercial, contractual, reporting, compliance, and governance requirements associated with delivering works within the public sector.\n, • Broad experience across multiple workstreams\n, • Experience managing the commercial aspects of a wide range of social housing works, including void properties, internal repairs, roofing, external works, M&E, plumbing, gas, refurbishment, and specialist works. Able to adapt commercial and procurement approaches depending on the complexity, value, and nature of each scheme.\n, • Ability to measure and scale drawings\n, • Competent in reading, interpreting, measuring, and scaling construction drawings, specifications, schedules, and technical information. Able to use drawings and site information to accurately quantify works, prepare estimates, assess variations, and validate subcontractor and client valuations.\n, • Good knowledge of JCT and other standard forms of contract\n, • Sound understanding of JCT contracts and other commonly used standard forms of construction contract. Able to interpret contractual obligations, payment provisions, variations, extensions of time, loss and expense, notices, and final account requirements, applying this knowledge effectively throughout the project lifecycle.\n, • Strong commercial awareness and negotiation skills\n, • Highly commercially aware, with the ability to identify financial risks and opportunities and make informed decisions to protect and improve project margins. Confident negotiating with clients, subcontractors, suppliers, and stakeholders to achieve commercially favourable outcomes while maintaining strong professional relationships.\n, • Ability to manage multiple live schemes simultaneously\n, • Experienced in managing a varied workload of concurrent projects and programmes, prioritising tasks effectively and maintaining accurate commercial records across multiple live schemes. Able to work to tight deadlines while ensuring valuations, variations, forecasts, applications, and final accounts are completed accurately and on time.\n, • Relevant Quantity Surveying or Construction qualification\n, • Relevant qualification in Quantity Surveying, Commercial Management, Construction Management, or a related discipline is preferred.
