About the Role We are seeking a Senior Consultant – CAPEX PMO / Project Controls to support the Program Manager in the execution of a major manufacturing facility development and CAPEX program. The Senior Consultant will serve as the PMO and project-controls lead, responsible for providing the program structure, financial tracking, integrated scheduling, governance, reporting, risk management and cross-functional coordination required to keep the program on track. This is a highly hands-on role working closely with the Program Manager, Engineering, Construction, Procurement, Manufacturing, Finance, Operations, EHS, IT, contractors and equipment suppliers. The ideal candidate has strong experience in CAPEX PMO, project controls, schedule management, financial tracking and large construction or manufacturing programs. Required Experience • 8–12+ years of experience in PMO, project controls, CAPEX project management, construction or major transformation programs., • Experience supporting large industrial, manufacturing, engineering or infrastructure programs., • Strong experience developing and maintaining integrated project schedules., • Strong CAPEX cost-control and financial tracking capabilities., • Experience managing budgets, commitments, actuals, forecasts, accruals, contingencies and variance analysis., • Experience maintaining RAID logs, change-control processes, decision logs and action trackers., • Experience coordinating multiple project workstreams, contractors and vendors., • Strong reporting and executive presentation capabilities., • Advanced proficiency with Microsoft Excel and PowerPoint., • Experience with MS Project, Primavera P6 or similar project scheduling tools., • Experience with construction/project-management or project-controls platforms is desirable., • Strong analytical, organizational and problem-solving skills., • Ability to work effectively with senior stakeholders while remaining highly detail-oriented and execution focused., • Bachelor’s degree in engineering, Construction Management, Project Management, Finance, Business or related discipline., • PMP or project-controls certification preferred. Key Responsibilities PMO & Program Governance • Establish and maintain PMO processes, governance standards, templates and reporting cadence., • Support the Program Manager in coordinating all major project workstreams., • Maintain the integrated program plan, milestones, deliverables and dependencies., • Coordinate weekly and monthly program-status processes., • Prepare program governance materials, steering committee presentations and executive reports., • Maintain action, issue, decision and dependency trackers., • Track commitments made during program and workstream meetings., • Follow up with accountable owners and escalate overdue or high-risk actions., • Ensure consistent project-management discipline across all workstreams. Integrated Schedule Management • Develop and maintain the integrated master schedule., • Consolidate schedules covering engineering, permitting, procurement, construction, equipment delivery, installation, commissioning and production readiness., • Track key milestones, dependencies and critical-path activities., • Monitor actual progress against baseline schedules., • Identify schedule variance, delays and emerging risks., • Work with workstream owners to develop recovery plans., • Integrate contractor and vendor schedules into the overall program schedule., • Prepare milestone, look-ahead and critical-path reporting for the Program Manager. CAPEX Tracking & Financial Controls • Maintain detailed CAPEX financial trackers., • Track approved budget, purchase orders, commitments, actual spend, accruals, forecast, contingency and estimate at completion., • Perform budget-versus-actual and forecast variance analysis., • Identify emerging cost pressures and escalate them to the Program Manager., • Maintain detailed change-order and scope-change tracking., • Support monthly financial close and forecasting activities with Finance., • Develop CAPEX dashboards and management reports., • Track use of project contingency and ensure appropriate documentation., • Support preparation of additional funding requests and capital approval materials. OPEX Planning & Tracking • Support development and maintenance of the facility OPEX model., • Coordinate operating-cost assumptions across Finance, Manufacturing and Operations., • Track labor, facility costs, utilities, maintenance, service agreements, industrial gases, IT systems, tooling, insurance, training and other operating expenses., • Support analysis of CAPEX investment decisions and their future OPEX implications., • Assist with cost-per-unit and capacity economics., • Maintain documentation supporting OPEX assumptions and forecasts. Risk, Issue & Change Management • Maintain the integrated RAID log covering risks, assumptions, issues and dependencies., • Facilitate regular risk and issue reviews., • Track mitigation actions, owners and target dates., • Assess potential schedule and cost impacts with relevant workstream owners., • Maintain change-request and decision logs., • Ensure scope changes follow agreed governance and approval processes., • Escalate significant risks and unresolved issues to the Program Manager., • Track issues through resolution and closure. Procurement & Vendor Tracking • Maintain the integrated procurement tracker., • Track RFQs, bid evaluations, vendor selections, purchase orders, fabrication, FAT, delivery, installation and commissioning milestones., • Identify long-lead equipment that may affect the critical path., • Coordinate status updates with Procurement, Engineering and vendors., • Track vendor deliverables, dependencies and open issues., • Highlight procurement delays and develop impact analysis for the Program Manager. Construction & Workstream Coordination • Coordinate reporting across construction, engineering and equipment installation teams., • Track contractor and consultant deliverables., • Monitor major construction milestones and outstanding dependencies., • Maintain logs for RFIs, major decisions, change orders, project actions and key deliverables as appropriate., • Support coordination between facility construction and equipment-installation teams., • Track readiness of utilities, infrastructure and production areas for equipment installation. Commissioning & Operational Readiness PMO • Maintain the integrated commissioning and operational-readiness plan., • Track equipment installation, testing, validation and commissioning milestones., • Coordinate punch-list and open-item reporting., • Track readiness across facilities, utilities, manufacturing equipment, automation, IT/MES/SCADA and EHS., • Support planning and tracking of pilot production and production ramp-up activities., • Maintain handover and closeout trackers., • Ensure outstanding documentation, warranties, training, maintenance and operating-readiness actions are tracked to closure.
