MassHealth is seeking a mission-driven, strategic, and collaborative executive leader to serve as the Chief of the Office of Long-Term Services and Supports (OLTSS). This is a unique opportunity to lead one of the Commonwealth's largest and most impactful long-term services and supports delivery systems, overseeing programs and services that enable more than 300,000 older adults and individuals with disabilities to live with independence, dignity, and an improved quality of life. Reporting directly to the Assistant Secretary for MassHealth, the Chief of OLTSS serves as a member of the MassHealth Executive Leadership Team and provides executive leadership, strategic direction, and operational oversight for a comprehensive $7 billion portfolio of long-term services and supports. The Chief oversees a team of more than 90 employees. This position is responsible for advancing innovative, person-centered, fiscally responsible programs that promote independence, improve health outcomes, and ensure equitable access to high-quality care across for older adults, individuals with disabilities, and individuals with complex needs. The ideal candidate will be an accomplished leader with significant experience in Medicaid, healthcare administration, long-term services and supports, healthcare financing, health policy, public administration, or human services. Candidates should possess exceptional leadership, communication, relationship-building, and strategic planning skills, along with a demonstrated ability to lead complex organizations, manage transformational change, build high-performing teams, and successfully implement large-scale operational and policy initiatives. Duties and Responsibilities: (These duties are a general summary and not all inclusive) • Provide executive leadership, strategic direction, and operational oversight for the Office of Long-Term Services and Supports (OLTSS), ensuring alignment with MassHealth's mission, Executive Office priorities, and the Commonwealth's vision for high-quality, person-centered care., • Lead the strategic planning, policy development, administration, and continuous improvement of MassHealth's Long-Term Services and Supports delivery system, establishing long-range organizational priorities that improve access, quality, equity, operational effectiveness, and fiscal sustainability., • Direct and oversee a comprehensive portfolio of community-based, home-based, institutional, and managed care programs while providing executive oversight of budget planning, rate development, payment policy, financial sustainability, and operational performance., • Utilize data, analytics, and performance measures to evaluate program effectiveness, improve member outcomes, and ensure responsible stewardship of public resources., • Provide executive oversight of Home and Community-Based Services (HCBS) waivers, Senior Care Options (SCO), One Care, Programs of All-Inclusive Care for the Elderly (PACE), Adult Foster Care, Personal Care Attendant (PCA) services, institutional long-term care programs, and other LTSS initiatives that support members across the continuum of care., • Lead initiatives involving procurement, quality improvement, program integrity, regulatory implementation, healthcare transformation, organizational change, system modernization, and cross-functional collaboration to strengthen long-term services and supports throughout the Commonwealth., • Lead and develop a multidisciplinary organization of more than 90 employees by establishing strategic priorities, promoting accountability, fostering innovation, supporting workforce development, and creating a culture of collaboration and continuous improvement., • Collaborate with executive leadership across MassHealth, EOHHS, finance, legal, clinical operations, policy, and program divisions to support enterprise-wide initiatives and improve organizational performance., • Represent MassHealth in executive-level interactions with state and federal agencies, healthcare providers, managed care organizations, legislators, advocacy organizations, and other external stakeholders to strengthen partnerships, advance policy initiatives, and improve service delivery., • Establish organizational performance measures, evaluate operational outcomes, and implement continuous improvement strategies that enhance quality, efficiency, accountability, and member experience., • Promote innovation, health equity, accessibility, and person-centered care while ensuring responsible stewardship of public resources and compliance with applicable federal and state laws, regulations, and contractual requirements. Preferred Qualifications: • Executive leadership experience overseeing complex healthcare, Medicaid, long-term services and supports, human services, public health, or public administration programs., • Demonstrated experience leading large organizations, developing high-performing leadership teams, and managing transformational organizational change., • Strong knowledge of Medicaid policy, healthcare financing, reimbursement methodologies, rate development, value-based care, and long-term services and supports delivery systems., • Experience overseeing large-scale strategic initiatives, operational improvement efforts, regulatory compliance, program integrity, procurement, and quality improvement programs., • Knowledge of Home and Community-Based Services (HCBS), managed care models, integrated care programs, institutional services, and programs serving older adults and individuals with disabilities., • Executive experience utilizing data, analytics, performance measures, and financial information to guide strategic decision-making, improve organizational performance, and support continuous quality improvement., • Exceptional negotiation, consensus-building, stakeholder engagement, and relationship management skills with experience working collaboratively across government agencies, providers, advocacy organizations, legislators, and executive leadership., • Experience presenting complex policy, operational, legislative, regulatory, and fiscal matters to executive leadership, governing bodies, legislative committees, and external stakeholders., • Demonstrated ability to balance competing priorities while leading enterprise-wide initiatives that improve organizational performance and member outcomes., • Excellent written, verbal, and interpersonal communication skills with the ability to communicate effectively across all levels of an organization., • Commitment to advancing health equity, accessibility, diversity, inclusion, and exceptional public service., • Passion for improving healthcare delivery and enhancing the quality of life for older adults and individuals with disabilities throughout the Commonwealth.
