The City of Shreveport Public Works Department is seeking an experienced and motivated professional to serve as Superintendent of Solid Waste. Salary Range: $80,000–$90,000 annually POSITION SUMMARY The Superintendent of Solid Waste is responsible for the daily leadership, management, and accountability of City solid waste operations. This position is responsible for ensuring scheduled residential garbage collection is completed safely and timely, managing landfill operations, monitoring the division budget, coordinating equipment needs, managing vendors, supervising employees, and responding to operational and service-related issues. The successful candidate must be able to lead in a high-volume, high-stress public service environment and remain professional, organized, adaptable, open-minded, and solution-oriented. KEY RESPONSIBILITIES • Direct daily residential solid waste collection operations and ensure routes are properly staffed and completed., • Monitor missed collections, route productivity, service delays, citizen complaints, staffing levels, overtime, and equipment availability., • Develop recovery plans when routes fall behind because of staffing shortages, equipment failures, severe weather, holidays, or other operational issues., • Oversee City landfill operations, including staffing, safety, operating conditions, vendor coordination, disposal activities, and regulatory compliance., • Develop, monitor, and manage the Solid Waste operating budget, including personnel, overtime, fuel, equipment, landfill expenses, contracts, vendors, and supplies., • Supervise managers, supervisors, drivers, equipment operators, laborers, administrative personnel, and other assigned employees., • Establish clear expectations for attendance, productivity, safety, professionalism, accountability, and customer service., • Coordinate closely with Fleet Services regarding garbage truck availability, equipment repairs, recurring mechanical problems, downtime, and replacement needs., • Work with vendors and contractors and monitor contracts, invoices, costs, service quality, and performance., • Communicate professionally with citizens, City leadership, elected officials, vendors, employees, and news media., • Provide accurate information regarding collection delays, holiday schedules, severe weather, landfill operations, service interruptions, and recovery plans., • Maintain strong safety practices and ensure compliance with applicable City policies and regulatory requirements., • Provide regular operational reports to the Director of Public Works regarding route completion, staffing, vacancies, equipment, overtime, budget, landfill operations, safety, vendors, and service issues., • Evaluate new technology, equipment, routing methods, staffing strategies, training programs, and operational improvements that may increase efficiency and service reliability. MINIMUM QUALIFICATIONS • Associate degree from an accredited college or university in Business Administration, Public Administration, Environmental Management, Environmental Science, Logistics, Operations Management, or a closely related field. An associate degree is the minimum education requirement., • Minimum of five (5) years of progressively responsible experience in solid waste, sanitation, landfill operations, public works, environmental services, waste hauling, logistics, heavy-equipment operations, or a closely related field., • Supervisory or management experience in a high-volume operational environment., • Demonstrated knowledge of budget management and financial accountability., • Experience working with vendors, contracts, invoices, and service providers., • Strong written and verbal communication skills., • Ability to communicate professionally with news media and the public., • Strong computer skills, including email, spreadsheets, reporting systems, and operational/service-management technology., • Valid driver's license.
