Traffic Regulation Order (TRO) Engineer – Hybrid\n Location: Coventry \n Pay: £17.47 PAYE / £23.89 Umbrella per hour \n Hours: 37 hours per week \n Contract: Contract / Temporary \n Start Date: 1 September 2026 \n Working Pattern: Hybrid – up to 3 days working from home \n IR35: Inside IR35 \n Equipment: Laptop provided Traffic Regulation Order (TRO) Engineer\n VNA Recruitment is currently recruiting for an experienced Traffic Regulation Order Engineer to join a busy Traffic Management team within a large public sector organisation in Coventry. \n This is an excellent opportunity for a highways or traffic professional with strong experience in Traffic Regulation Orders, traffic management and statutory consultation processes. \n The successful candidate will take responsibility for progressing Traffic Regulation Orders from initial preparation through consultation, legal processing and implementation, supporting a range of highway, transport and capital improvement schemes. \n The role offers a high level of responsibility, varied project work and the benefit of hybrid working with up to three days per week from home. The Role\n As a Traffic Regulation Order Engineer, your responsibilities will include: \n\n • Managing Traffic Regulation Orders from preparation through to implementation\n, • Preparing TRO schedules, notices, plans and Statements of Reasons\n, • Progressing Orders relating to speed limits, parking restrictions and traffic movement controls\n, • Managing statutory consultation and public consultation processes\n, • Reviewing consultation responses and formal objections\n, • Preparing recommendations in response to objections\n, • Working closely with Legal Services to progress Orders through the statutory process\n, • Supporting highway engineers, project managers and scheme designers\n, • Reviewing traffic management proposals and providing technical advice\n, • Ensuring proposed Orders are accurate, legally compliant and suitable for implementation\n, • Preparing reports, briefing papers and supporting documentation\n, • Liaising with emergency services, public transport operators, businesses and other stakeholders\n, • Responding professionally to enquiries from members of the public\n, • Attending or supporting meetings relating to proposed traffic restrictions\n, • Maintaining accurate records and progress information across a programme of live TROs\n, • Managing multiple Orders and priorities to agreed deadlines\nAbout You\n To be considered for this position, you should have: \n\n • Previous experience preparing and delivering Traffic Regulation Orders\n, • Strong knowledge of the Road Traffic Regulation Act 1984\n, • Good understanding of statutory TRO procedures and requirements\n, • Previous highways, traffic management or transport experience\n, • Local authority experience, or experience within a similar public sector highways environment\n, • Experience managing statutory and public consultation processes\n, • Experience supporting highway, transport or traffic management schemes\n, • Ability to interpret legislation and apply it to practical traffic schemes\n, • Experience managing objections and stakeholder responses\n, • Strong written communication and report-writing skills\n, • Excellent stakeholder management and negotiation skills\n, • Ability to communicate technical and legislative information clearly\n, • Strong organisational skills and attention to detail\n, • Ability to manage multiple live projects and competing deadlines\n, • Confidence working independently and taking ownership of a busy workload\nTechnical Experience\n Experience using one or more of the following would be advantageous: \n\n • GIS mapping systems\n, • CAD software\n, • Traffic Regulation Order management systems\n, • Highways or traffic management databases\n, • Mapping and scheme design software\nWhy Apply?\n\n, • £17.47 PAYE / £23.89 Umbrella per hour\n, • 37 hours per week\n, • Hybrid working – up to 3 days from home\n, • Work within a large public sector organisation\n, • Varied programme of Traffic Regulation Orders\n, • Exposure to major highway and transport improvement schemes\n, • Opportunity to work closely with highways, legal and project teams\n, • Laptop provided\n, • September 2026 start\n, • Full-time contract opportunity\n\n This position would suit an experienced TRO Engineer, Traffic Regulation Order Officer, Traffic Engineer, Traffic Management Engineer, Highways Engineer or Traffic Management Officer with hands-on experience progressing Traffic Regulation Orders. \n If you have strong TRO experience and can confidently manage Orders through the statutory process from preparation to implementation, we would like to hear from you. \n Apply today with an up-to-date CV for immediate consideration. \n VNA Recruitment is acting as a recruitment agency in relation to this vacancy.
