Yolk Recruitment is delighted to be partnering with Valleys to Coast to appoint a Procurement Manager at an exciting point in the organisation’s growth. \n \n This is a newly created opportunity to bring procurement in-house, build the function and drive genuine commercial value across the Group. \n \n With over 6,200 homes in management, a number of subsidiaries and an ambitious development programme, there is significant scope to leverage Group-wide buying power, improve value for money and strengthen procurement governance. \n \n The Role \n \n Reporting to the Director of Finance and managing a Buyer, you will lead procurement across the Group, developing and embedding a comprehensive procurement framework aligned with organisational objectives and regulatory requirements. \n \n You will: \n \n\n • Lead the transition from outsourced to in-house procurement\n, • Develop and embed procurement policies, processes and governance\n, • Ensure compliance with the Procurement Act 2023 and Welsh Government requirements\n, • Drive cost savings, efficiencies and value for money\n, • Lead end-to-end procurement, tendering and contract management\n, • Develop and maintain a comprehensive contracts register\n, • Manage key supplier relationships and complex negotiations\n, • Embed social value and sustainable procurement\n, • Develop procurement systems, data and performance reporting\n, • Provide expert advice to senior leaders and the Board\n\n \n What We’re Looking For: \n \n\n • Fully qualified procurement specialist (CIPS or equivalent)\n, • Degree-level qualification in a relevant discipline (e.g., Business, Law, Supply Chain Management) or equivalent demonstrable experience\n, • Substantial post qualification experience in a senior procurement role, preferably within a public sector, housing, or not-for-profit environment in Wales or the wider UK\n, • Demonstrable track record of developing and implementing successful procurement strategies that deliver significant value for money and efficiency gains\n, • In-depth knowledge of public procurement regulations (e.g., Procurement Act 2023, Welsh Government procurement policy) and best practice\n, • Proven leadership and management experience, with the ability to build, motivate, and develop a high-performing team\n\n \n Benefits \n \n\n • Hybrid and flexible working\n, • Option to opt in to a nine-day fortnight, giving you every other Friday off\n, • Annual leave: 25 days increasing by 1 day for every completed year up to a maximum of 5 days plus bank holidays\n, • An additional three paid wellbeing days\n, • Opportunity to purchase additional annual leave once you have completed your probationary period\n, • Competitive Pension: SHPs - Valleys to Coast contribute 3% more than you each month (minimum contribution where you pay 4%, V2C pay 7%; maximum contribution where you pay 6%, V2C pay 9%)\n, • Recognition events and thousands of retail discounts\n, • A subsidised gym membership to Nuffield Health\n, • Health care cash plan to help you pay for essential health bills, as well as providing you with 24-hour access to GP advice, counselling and more\n\n \n To Apply: \n \n For a confidential discussion and to access the full job description before applying, please contact Hannah Welfoot at Yolk Recruitment. \n \n To apply, please submit your up-to-date CV demonstrating how you meet the essential criteria.
