Technical Services Manager (Mechanical) \n Location: Surrey \n Salary: Competitive + Benefits \n Job Type: Full Time, Permanent \n The Opportunity \n We are seeking an experienced Technical Services Manager to lead the delivery of mechanical engineering and maintenance services within a complex and critical facilities environment in Surrey. \n This is an excellent opportunity for a mechanically biased engineering professional to oversee operations and maintenance activities, ensuring the safe, compliant, and efficient performance of critical plant and infrastructure. The successful candidate will lead engineering teams, manage specialist contractors, and drive continuous improvement across all aspects of service delivery. \n Key Responsibilities \n\n • Lead the delivery of technical and mechanical services, ensuring operational excellence and high levels of customer satisfaction.\n, • Act as the primary escalation point for technical and operational issues, ensuring timely and effective resolution.\n, • Drive continuous improvement through the implementation of best practice maintenance standards and operational procedures.\n, • Manage and supervise the Operations & Maintenance team, including workload allocation, training, development, and performance management.\n, • Ensure planned preventative maintenance (PPM) and reactive maintenance activities are completed in accordance with agreed schedules.\n, • Oversee Appointed Person duties and Safe Systems of Work (SSoW) across all maintenance activities.\n, • Maintain accurate and accessible engineering documentation, including drawings, O&M manuals, SOPs, MOPs, EOPs, and statutory records.\n, • Coordinate specialist contractors and vendors, ensuring all works are delivered safely, efficiently, and in compliance with site requirements.\n, • Support project delivery, contractor procurement, technical evaluations, and lifecycle planning activities.\n, • Ensure compliance with all health, safety, environmental, statutory, and client-specific requirements.\n, • Monitor KPIs, service performance, and maintenance compliance, providing regular operational reports.\n, • Support critical maintenance activities, plant shutdowns, isolations, and permit-to-work processes.\n, • Participate in emergency response activities and provide out-of-hours support when required.\n\n About You \n To be successful in this role, you will be a mechanically focused engineering leader with extensive experience managing maintenance operations within a critical or highly regulated environment. \n Essential Skills & Experience \n\n • Minimum five years' experience in technical services, estates, facilities management, or building services environments.\n, • Proven experience managing engineering and maintenance teams.\n, • Recognised mechanical apprenticeship with HNC/HND, City & Guilds, NVQ Level 3 or equivalent qualification in Mechanical Engineering or Building Services.\n, • Strong knowledge of mechanical building systems, including ventilation, steam systems, pumps, pressurisation systems, water services, and effluent treatment plant operations.\n, • Experience managing critical engineering infrastructure within regulated environments.\n, • Strong understanding of Safe Systems of Work, permit-to-work systems, risk management, and high-risk maintenance activities.\n, • Experience managing subcontractors, service partners, and specialist vendors.\n, • Strong working knowledge of Computerised Maintenance Management Systems (CMMS) and work order management processes.\n, • Ability to interpret technical documentation, engineering drawings, procedures, and statutory guidance.\n, • Excellent leadership, communication, organisational, and problem-solving skills.\n\n \n Desirable Experience \n\n • Experience within healthcare, pharmaceutical, manufacturing, laboratories, or other critical facilities environments.\n, • Knowledge of specialist clinical ventilation systems, decontamination facilities, clean environments, steam generation systems, and medical gases.\n, • Experience implementing engineering best practice within mission-critical environments.\n, • Working towards a Bachelor's or Master's degree in Mechanical Engineering or a related discipline.\n, • Willingness to undertake Authorised Engineer responsibilities for mechanical systems.\n\n \n \n What You'll Receive \n\n • Competitive salary and comprehensive benefits package.\n, • Opportunity to work within a technically challenging and highly regulated environment.\n, • Ongoing professional development and training.\n, • Clear career progression opportunities.\n, • A supportive and collaborative working culture focused on safety, innovation, and operational excellence.\n\n Apply Now \n If you are a mechanically biased engineering professional looking to take the next step in your career and lead the delivery of critical maintenance services in Surrey, we'd love to hear from you.
